So do flechette rounds do less damage again targets that are armored?

Fairly sure Bethesda meant "unarmoured", not "unarmed."
They'll possibly correct the error eventually. It makes no sense that flechette rounds would cause bleeding to targets that didn't have a gun - it occurs because they have no armour.
