Are there level requirements or progress requirements for ship modules?
When I made my ship I checked like a dozen ship merchants and the strongest reactor I found was the DC201, which isn't even the best A reactor in this list. Strangely enough, none of the B or C reactors available to me were better than this A reactor, which isn't even the best A reactor in the list of reactors here.
Things you can do if you want to acquire end game components fast is to get to high lvl systems, find hostile ship encounters, board and take control of the one you want. I am lvl 35 and got a crimson fleet ship with the SF40 sheared flow reactor which seems to be the best known
