"Players are unable to remove or modify Weapon Perks in Starfield. "

This is false. You can do it with console commands. It works just like in FO4, except there's 3 lists of mod IDs and gear can't have more than 1 perk from each list.

          This stuff is just lame.
In Fallout 4 you could attach effects to your weapons, and it actually reflected in the weapons appearance. A like puncturing sledgehammer would have spikes attached or a bleeding pool cue would have a knife at the end.

Weapon grades and perks feel like a mobile game, much like the fact that enemies only rarely drop their armor and you can't strip them.
