I was checking roughly every level. It looks like shops don't start carrying this until player level 15 or 16. A good starter sniper rifle would be the Old Earth Hunting Rifle. But the ammo for that is a bit more rare.
I found a legendary One Inch Punch variant with the Hitman ability, super early game, like below level 10. Its so good no other weapon comes close so far. No mods or anything. I try other weapons to experiment but they don't come close
