Tomo is an NPC in Starfield and can be encountered at Neon. Tomo was the errand boy for Ryujin Industries before you came along, he will try to preemptively kill you when you go fetch the coffee for Imogene Salzo. You can either fight him or talk him out of it. NPC's in Starfield are the different characters you will encounter while exploring Locations in the game. They may have allegiances to the different Factions and their disposition towards you can change depending on the decisions you make. They can be a part of Quests that the player can complete for varied rewards.
