Talk to an Embassy Diplomat is an Activity in Starfield. Talk to an Embassy Diplomat gives players the opportunity to help out Representative Chisolm who is having entry issues. Activities are additional tasks and interactions players can choose to participate in to learn about the characters and locations in Starfield. These are straightforward objectives that are shorter than the Main Missions you do to progress the main story. Completing Activities can lead to new activities or earn you rewards. These Side Missions enrich the lore of the game while presenting optional NPCs, Enemies, or Bosses that are not directly tied to the main storyline. Completing Missions earns players experience, Weapons, Armor, and other types of loot.

The first activity in this questline: Talk to Representative Chisolm begins when you take the elevator up to the well. You can then find him at the spaceport speaking to the guards. He appears to be having trouble with them. If you speak to him you can ask about what is going on. this will immediately affect the activity mission status. It appears the guards won't let Chisolm enter the city, a political envoy trying to prevent another war. They say he needs a Diplomatic Visa.

You can offer to help by speaking to an Embassy Diplomat at the Freestar Collective Embassy.

To reach this location, take the transit car to the Commercial District. You can track the quest from your Missions menu to reveal the objective marker. Follow the marker into the Freestar Collective Embassy building and there will be a Diplomat at the front desk that you can speak to. You can let her know that Representative Chisolm is being held at the spaceport by UC Security. She will sort it out for you and you will gain 50 XP. This will also give you a mission update for: Back to the Grind.

  • You don't need to go to the Freestar Collective Embassy, as long as you have at least one level in Security, you can talk to Officer Wilkes and persuade him to stop harassing Chisolm. Then talk to Chisolm and he will give you 50 XP and 1300 Credits.

      I seem to have gotten an additional way to complete this quest tho I have absolutely no idea how I unlocked it, there's some requirement that needs to be met in order for you to be able to talk to the officer denying him entry and persuade him directly to let him enter the city. If anyone stumbles across that requirement let me know, it's driving me crazy because I can't replicate it on any new character.
